Yes, work is being done in this direction. See the "sockets" example as a
simple proof-of-concept impl. Work is being done to add emulation to the
INET Framework, see contents of Util/HeaderSerializers directory. 

A paper written on this topic is: "Interface connecting the INET simulation
framework with the real world." Michael Tüxen, Irene Rüngeler, Erwin P.
Rathgeb. Proceedings of the SIMUTools 2008 conference, March 2008,
Marseille, France. (I could not find an online PDF copy)

OverSim (http://oversim.org) which is based on INET also does something like
that. Possibly other projects too.
